Programme Synopsis

“The difference between tax evasion and tax avoidance is the thickness of the prison wall,” former UK Chancellor of the Exchequer Dennis Healey once remarked. Yet in common parlance, the two terms are often used interchangeably, despite their very different legal and professional implications.

Fronted by SCTP’s Technical Experts Panel, The Tax Exchange is SCTP’s new series created exclusively for members as a platform for accredited tax professionals to come together to exchange views, challenge assumptions and learn from one another in an interactive setting.

In this inaugural session, we invite you to join Accredited Tax Advisors (Income Tax) Mr Paul Lau, Financial Services Tax Partner at PwC Singapore and Mr Leung Yew Kwong, Principal Advisor at KPMG Singapore as they lead a candid discussion on the very hot topic of tax avoidance versus tax evasion in the legislative framework, with relevant case law and practical examples.

Paul Lau is the banking and capital markets as well as the tax policy leader at PwC Singapore, where he works closely with multinationals and financial institutions on corporate and international tax matters. With approximately 30 years of experience in practising tax, Paul has worked with clients from across a number of industries, including financial services, commodity trading,  electronics, information technology, pharmaceutical, professional services and shipping.

Mr Leung Yew Kwong
Principal Advisor
KPMG Singapore
Accredited Tax Advisor (Income Tax)


Yew Kwong is currently a Principal Advisor, with KPMG in Singapore, where he deals with issues concerning income tax, stamp duty, GST and property tax. Prior to joining KPMG, he was in practice as a tax lawyer for eight years, after leaving IRAS where he was concurrently Chief Legal Officer and Chief Valuer.

Yew Kwong has argued a number of tax cases before the courts and the Boards of Review and he is one of the authors of the Real Estate and Taxation in Singapore, published by World Scientific in 2022.
