Programme Synopsis

As you will be aware, the Minister for Finance will deliver his Budget Statement on 16 February 2024.  

Our post-budget event is one of our annual set pieces at which the Budget Statement is analyzed for you by expert economists and a tax professional. The following speakers will not only help you evaluate what this year’s Budget means for you and your business; they will also answer your questions: -

Ms Selena Ling
Chief Economist & Global Head, Global Markets Research & Strategy

Ms. Selena Ling is the Chief Economist for OCBC. As Global Head of Global Markets Research & Strategy, she leads a team that is responsible for macroeconomic insights, forecasts and trading recommendations for clients. The research coverage span foreign exchange, interest rates, corporate credit and macroeconomic commentary. Under her leadership, OCBC’s research capabilities have been greatly valued by customers and highly ranked in surveys.

She is a member of the OCBC Wealth Panel for Singapore and Malaysia, and council member for the Economic Society of Singapore. She also sits on the Institute of Valuers and Appraisers (IVAS), Singapore, which was set up by the Singapore Accountancy Commission, as well as the Advisory Board of College of Humanities, Arts and Social Sciences, Nanyang Technological University, and the S. Rajaratnam School of International Studies (RSIS) Board of Governors. She was conferred the IBF Fellow Award in Financial Markets in 2017. Her research writings has been extensively quoted and published by prominent media across print, television and radio.

Prior to joining OCBC in August 2000, Selena was with the Fiscal Policy Unit under the Ministry of Finance (MOF), and the Economics Department in the Ministry of Trade and Industry (MTI).

Dr Chua Hak Bin
Regional Co-Head of Macro Research
Maybank


Dr. Chua Hak Bin is Regional Co-Head of Macro Research at Maybank. He has covered the Singapore economy for over two decades. He was formerly a Consultant at GIC, and Head of Emerging Asia and ASEAN Economics at Bank of America Merrill Lynch. Dr Chua has also worked as a Strategist and Economist at Citigroup, Deutsche Private Wealth Management, DBS Bank and RHB Bank. Prior to joining the private sector, Dr Chua was with the Monetary Authority of Singapore (MAS) for about six years, heading the external economies, financial surveillance and planning, policy and communications divisions. Dr Chua holds a PhD in Economics from Harvard University, and a Bachelor of Science in Electrical Engineering and a Bachelor of Arts in Economics from Brown University. He was a Visiting Lecturer in International Economics at Yale University for a year after completing his PhD at Harvard.

Leveraging his practical and holistic experiences (over 20 years) across a variety of tax service offerings spanning direct and indirect tax elements, inbound and outbound situations as well as consulting, controversy and compliance services, Eng Kiat is well-recognised in the Singapore tax market having also been published extensively and uniquely on a bilingual basis, predominantly on Singapore’s mainstream media platforms.

Appointed by the Accounting and Corporate Regulatory Authority (ACRA) as part of the committee to help develop the Singapore Chartered Accountant (CA) Qualification into a globally recognised qualification, Eng Kiat provides strategic guidance and recommendations to the ACRA Board to advance the accountancy profession.
